很荣幸世界银行能同中华人民共和国建设部和联合国工业发展组织共同主办“21世纪国际城市污水处理及资源化发展战略研讨会与展览会”，我们对此次大会抱有非常积极的态度，相信此次大会在保护和利用中国水资源的工作中将起到重要的作用。
水资源及城市环境保护一直是世界银行对中国城市建设投资的一个焦点。从1985年开始的第一个项目起，已经在中国投资了大约30个项目，在城市基础设施建设中提供了约50亿美金的贷款，总投资额超过100亿美金。其中将近一半的投资额是用于污水的回收、分类、处理的建设和相关政策及制度的完善。投资涉及到15个省市，包括四个最大的直辖市。我们大力支持中国政府在环保方面的改革及创新，包括介绍最新的规划和设计、相应的技术，管理所有污水处理组织，并承担了引进技术设备的关税。
进入21世纪，中国政府对保护有限的水资源和进一步提高环境保护采取了远景战略，以此来优先加强水的利用率和节水。同时在未来五年内城市污水处理需要的投资额达100亿美金。因此，世行对污水治理给予优先支持。按照战略眼光来看，污水也是一种资源，这在发展中国家及发达国家都得到证实，这对缺水地区来说是一种重要的手段，可以最大限度的利用水资源，我们希望通过此次大会，也通过未来我们银行的经济支持进一步加强与中国政府在城市污水处理及回用方面的合作。
我们非常赞赏建设部开始着手污水回用方面的工作，我们世界银行也非常高兴能组织和邀请国际著名学者和该领域的开创者来与中国专家及官员来讨论该领域的关键问题，我们也希望促进国际社会的参与，并推动此次大会的成功。
The 21st Century International Conference & Exhibition on Developing Strategy of Urban Waste Water Treatment and Reuse

It is a great pleasure and honor for the World Bank to be a co-host of the upcoming 21st Century International Conference & Exhibition on Developing Strategy of Urban Waste Water Treatment and Reuse, along with the Ministry of Construction of China and the United Nations Industry and Development Organization. We are extremely optimistic about this conference and the valuable role its participants and their discussions will play in protecting and optimizing the use of China’s precious water resources.
Water resource conservation and urban environment protection have always been a focal point of the World Bank's support to China in the urban area. Since the first project in 1985, the World Bank has supported about 30 urban projects in China, and committed approximately US$5 billion of loans in urban infrastructure construction and institutional building, with a total investment of over US$10 billion. Nearly half of the investment is for wastewater collection, treatment, disposal, and related institutional strengthening measures, which covers 15 provinces or municipalities, including all of the four largest municipalities. We have also supported the Chinese government's reform and innovation efforts in this sector, including introducing planning and design approaches, appropriate technologies, corporatized wastewater management organizations, and the charging of tariffs for cost recovery.
Entering the twenty-first century, the Chinese Government has adopted very forward-looking strategies for the protection of limited water resources and further improvement of the environment, with high priority for enhancing water use efficiency and water saving. In the meantime, the ambitious wastewater treatment requirements for urban areas will imply a need for investment in the range of tens of billions of US dollars in the next five years. It is in this context that the World Bank strongly supports the new priority given to the reuse of treated wastewater effluent, under the strategic perspective that treated wastewater should be regarded as a resource itself. It has been demonstrated, both in developing as well as developed countries, that this can become an important measure to maximize the overall value of water resources in water-scarce regions. We look forward to furthering our close collaboration with the Government on the treatment and reuse of urban wastewater, both through this conference, and through future Bank-financed urban wastewater investments.
